The idea of hundreds or thousands of gods springing forth anywhere, especially somewhere with access to the Nexus is an indescribably terrifying thought. They would make such a mess of his work in Winter, and of his life outside of Winter. Or at the very least he would have unleashed a scourge upon Loki's world. To say nothing of if some of them turned out to be cruel, or even attuned to the Nexus.
