No, Loki doesn't necessarily want a lot of rival gods, but there is much to be said for making his own people--deceased or not--his allies in the struggle against Thanos. It absolutely cannot be done recklessly, because it could be a disaster and because Loki really can't be sure that they would all be ready to stand against the Black Order, but he is not going to dismiss the idea out of hand.
