A spoon and a fork? He's not supposed to do both at the same time, right? No. The fork for the noodles and the spoon for the broth. And even if that's not how he's supposed to be doing it, that's the most amount of sense that he can make out using both utensils in this state.

He starts by getting some of those noodles onto his fork because this stuff looks delicious. Try not to judge him too hard for those stray noodles that are hanging out of his mouth, he's in the process of slurping them back up.
