skekGra was once the Conqueror, and his old skills haven't completely left him in the hundreds of trine since he was banished from the Order of the Crystal and declared Heretic by the other Skeksis. However, he doesn't fight, partly to protect urGoh. Their link meant that, if skekGra was reckless, he would be risking the Mystic's life. He also chose to lay down his weapons as part of rejecting his old identity as one of skekSo's enforcers.
