It sounds like something akin to her own world, except at a much larger scale. Although unlike the situation at home, there is no leaving of any of the fractions, and she doesn't even think that it would be possible, given the circumstances. Everyone does abide the law, and no one tries to undermine anyone else, at least, that's what she is told. Maybe other worlds have more freedom, but what is freedom to a girl who doesn't understand what freedom is? Perhaps Tae is narrow-minded that way, but even terms like that is a little more foreign to her. In cases like disasters, though, she considers, probably is good that people leave in order to be safe. Seems like a smart thing to do. Now, why doesn't her world have that kind of evacuation process?
