He offers a shrug in reply at first. What can you do? Sit by and say nothing in the face of corruption? That's not possible for someone like him. He has no misunderstanding as to why he's been passed up for promotion so many times and no qualms with it. If furthering his career means playing into the politics that shouldn't have a place in his job, then he's better off where he is.
