Doing Good
The AV field can only protect the Nexus so much.
Sure, it makes sure no one's hurt for the most part unless it's broken. And that does cut down on a lot of crime. Kinda hard to murder someone, or rob someone at gunpoint if there's no real threat to the victim. But petty theft? Pushing someone down, taking their shit, and running off? That's a huge crime problem in the Nexus. Especially with hundreds of doors to flee to other worlds and PINpoints to get back to a safe house of the thief's choosing.
And wouldn't you know it? Petty theft is one super hero's bread and butter specialty. Webbing a thief up doesn't hurt them and it keeps them from pointing away long enough to call in the sheriff or his volunteer officers to scoop up the criminal. It does leave some stolen goods unaccounted for though. Which is why there's a friendly Nexushood Spider-Man calmly walking through the plaza with a handbag and some kind of weapon in each hand. A ways back is a struggling reprobate webbed up good and snug to a tree.
Every now and then he stops and holds them both aloft.
"Hey, anyone missing these? Does anyone know who had their stuff stolen? Is there a lost and found in the Nexus?"

"Hi Katsuya!" She gives him a bright smile. "Um yes... this is..."
Shoot. He didn't give her a name. Quick Spiderman before she comes up with one!

Either way, he best drop the subject. Also, wow, the resting Serious Face on this supposed 'most lawful person in the Nexus' is so strong Peter feels himself standing straighter without even thinking consciously to do so.
"Spider-Man. Nice to meet you, sir."
"Spider...man." Don't sigh, Katsuya. He sounds like one of those cosplaying kids you hear about all the time. And this is the Nexus. There is a small chance he's being entirely serious and that's a Thing on someone's world. He offers them both a polite nod. "How are you both faring today?"

"Anywho… he had asked if the Nexus had police or something similar... and I figured I should introduce him to you, Katsuya!"
And she totally didn't do anything wrong this time. Smile.

He is trying to be better about judging her. After everything they've gone through together Katsuya feels he owes her that much.
"This is really good, by the way--" Mm. Strawberry shake is cold divine heaven right now so far as Peter's concerned. It's way too hot out there. Harley had a great idea coming here.

"And Spiderman has this amazing trick to stop criminals without the Anti-Violence Field preventing him from doing so." Harley explains, in her typical bubbly manner. "He uses these webs..."
"Hey! Wait! Webs... Spiderman.... I get it now." She claps her hands excited.
"The thief he stopped was still contained by those webs when we came here."

Katsuya busies himself up front by refilling one of the refrigerated glass cases with baked goods and sweet confections while Harley and Peter talk, but he's got his head inclined to show he is still listening. And if the furrow between his brows is anything to go by, trying not to judge or get involved in his disapproval of leaving a criminal unsupervised.
"Yeah. I mean the name's not just for show." The nose down view of Spider-Man while he's sipping the shake definitely confirms that this is a kid, as if the body proportions couldn't already. Caucasian, kinda on the pale side. "Even in this heat they won't dissolve for another two hours or so. I've done a lot of testing on them lately."

And she still has her psychiatrist skills that tell her that Katsuya is doing his best not to be judgemental.
"Is there some sort of jailhouse, or cells to keep Nexus thieves, Katsuya? Cause I can take the thief there... and you and Spiderman here can talk shop."

"Roscoe has a makeshift jail on the edge of the plaza if you would like directions..." The kid perks up when Katsuya says as much too.
"A jail, really? I should probably--"
"Let Harley handle this one. The thief won't get away from her."
Spider-Man sulks the littlest bits. The thief didn't escape from him either.

She is not one to learn the rules. Then she can plead ignorance if she missteps.
"Look me up again! Katsuya knows how to find me." She grins. Already finished with her milkshake.
